Answer
This is a miscommunication between the handheld device's controller and the game launcher's software interface, which only happens on the game Monster Hunter: Raise via the Xbox Game Pass platform.
Here we provide a workaround to avoid such a problem, follow the steps below and apply it on Claw.
A. Install the 3rd party tool "x360ce".
1. Download and extract “x360ce”. (https://www.x360ce.com/)
2. Run the 3rd party tool “x360ce”, and go to “Option” > “HID Guardian”.
3. Click on the checkbox “Configure automatically”
4. Click “Install”
B. Hide one of the controllers detected in the system manually.
1. Go to the “Device” tab, and hide one of the controllers.
*Note: Hide only one controller, if hiding two controllers may cause the handheld's controller to stop working.
C. After hiding one of the controllers, you can restart the system and run the game normally.
